On August 21, 2025, Governor Newsom signed Assembly Bill 604 and Senate Bill 280 into law ordering a Statewide Special Election to be held on November 4, 2025. This special election will consider adoption of ACA-8 Congressional redistricting (2025-2026). “This measure shall be known, and may be cited, as the “Election Rigging Response Act.”
MEASURE 50 is a resolution to propose an amendment to the Constitution of the State by adding Section 4 to Article XXI thereof, to adopt new congressional district boundaries created by California Legislators, as provided in AB 604 (2025-2026), temporarily until 2031 where new congressional boundary lines drawn by the Citizens Redistricting Commission.

Per AB-604 (2025-2026), EC § 21405: If the State Measures passes, the proposed US Congressional District for Inyo County will change to Congressional District 5, which will be a shared district with Alpine, Amador, Calaveras, Mariposa, Mono, Tuolumne, and part of El Dorado. Inyo County is currently in Congressional District 3, spanning most of the California-Nevada border and includes Plumas, Sierra, Nevada, Placer, Alpine, Mono, and Inyo, and parts of Yuba, El Dorado, and Sacramento counties.
You will receive an Inyo County Voter Information Guide inside your mailed ballot, and a separate State Voter Information Guide from the California Secretary of State. Detailed information on the measure to be voted on, and maps of the proposed changes to the US Congressional District boundaries for the State of California, are provided by the California Secretary of State.

| 10/30/2025 | Mailed ballots received in the Elections Office by Thursday 10/30/25 will be included in the first election results report which will be posted on our website at 8 PM on Election Night. Vote-by-mail ballots received after this date will be tallied and reported after Election Day. |

| 11/17/2025 | Ballot Signature Verification form early Due Date: Mailed Ballots received on Election Day, or postmarked by Election Day and received by 11/11/25, and Conditional and Provisional Ballots received on Election Day will continue to be processed until they are completed. Mailed Ballots that did not pass signature inspection, will result in voters receiving a form requesting a signature validation. Per the laws set by SB 280, EC § 8166, we are required to accept these forms up to 11/30/25, and shall not certify the results of this special election until 12/02/25 if any signature validation forms are pending. However, we are asking for all forms to be submitted early so all ballots can be included in the Audit, and that we may certify the election within days after the Audit. |

| 11/30/2025 | Mailed Ballot Signature Verification Deadline. If a voter did not sign their mailed ballot, or their signature did not match, they were mailed a signature confirmation form. | 12/2/2025 | Official Canvass of Vote – Certification of Local Election Results. Per SB 280, EC § 8166, the elections official shall not certify the results of the November 4, 2025, statewide special election prior to the 28th calendar day following the election, unless there are no pending mailed ballot signature issues. If there are no outstanding mailed ballot signature issues, we will certify as soon as possible. |

Election Results
Election Day is not Election Results Day! Our 1st report will be posted at 8pm on on Election Day. This report will be the tallied results of all early mailed ballots received in our office by Thursday 10/30/2025.
After this 1st report, we will continue to post results within every two hours on Election Night until all in-person voted ballots have been tallied. This does not include mailed ballots dropped off on Election Day, or post-marked by Election Day 11/04/2025.
After Election Day reporting, the next report will be posted on Thursday, 11/06/2025. Mailed ballots can be received up to seven days after Election Day as long as they were postmarked by 11/04/2025. We will also be processing Provisional and Conditional Voter Registration ballots. This normally is completed within one to two weeks following Election Day.
We are then required to continue to process mailed ballots that are pending due to signature issues. If a mailed ballot is received without a signature, or with a non-matching signature, we must hold it as pending and send the voter a form to obtain a signature. If we do not receive these signature forms back, we are required to postpone certifying the election results until 12/02/2025. If all forms are returned, and no signature issues are pending, we may certify early. This is our goal! Help us by validating you sign your mailed ballot before returning, and you do not sign for any other household member.
